Is this generally the case? Is there any research that shows the extent to which the CPA is adhered to in prisons?

If by CPA you mean Certified Public Accountant, although I am sure they don't use such abbreviation in the UK, it would be very interesting topic talking about CPA, Mental illness, and Prisons all together. If this is the case, you may want to elaborate.
