Anecdotally I have heard that managers do not wish clinicians to pursue the CPA in English prisons as it's too much paper work?

Is this generally the case? Is there any research that shows the extent to which the CPA is adhered to in prisons?

Is adherence to the CPA in prison a commissioning 'must do'? Do commissioners audit this activity?
