I concur -- each disaster is unique! Thus, no "typical" approach or incidents exists because they are all separate happenings with their own special circumstances.
I would agree that disasters are always to some extent new and the response has to be tailored to the conditions. However, this does of course not mean that you have to start from scratch every time there is a disaster. The entire logistics part of humanitarian response, for instance, is similar for each event and actors use their general guidelines and action plans which they have developed over the years.
Dear Mr @Benni yes i do agree and i think this trend of similar humanitarian response has developed in the recent years but as per history the responses were far different as per my knowledge. Now the actions are quite similar but at the same time the tailoring of responses will definitely depend on the type of disaster maybe . As per my opinion .
