In the EF EPI 2018 report the proficiency of English language in the countries were evaluated. It ranked countries according to high, low and very low proficiency. I would like to know whether it is as trustful as the report of European Common Framework.

Interesting question. I think we are really talking about two different things here.
The common framework is a series of proficiency descriptors that were developed to encourage uniformity in understanding of the different levels of proficiency of learners. Indeed CEFR might be used to inform research (as well as teaching, assessment, etc), but it is not a study itself.
The EF EPI is a longitudinal study of proficiency, which is informed by CEFR guidelines. It is widely cited, an indication of it being respected, probably due to its large sample covering many countries (I'm not aware of any other index with a wide a scope) and its longitudinal data collection allowing the observation of trends over time. Although like all studies of this nature it is not without its limitations.
