Dear Scientists, I want to use the data of the velocity of climate change (Scott, et al., 2009), but I could not find the shapefiles.

As per your concern relating to plot velocity data on map just use Basemap package in Python or geoshow function on Matlab.
These contains world map with built in shape files, where you can sort the regions as per your need.
For detailed use of these packages/functions please refer to the tutorials on web.
