Introductions are generally descriptive whilst literature reviews are more discursive, allowing for deeper questions to be explored. Whilst your question sounds straightforward it hides deeper questions about the meaning of state of the art within a specific context. It is therefore more appropriate to explore this question in a literature review, if there is one.
