I had the same problem some years ago and found no clue in ISO and CIRP standards. After some bibliographic research I used "cutter transverse position".

I'm interested in correct English technical terms "c" and "e". What are the names of these terms in English the most adequate? And maybe in the traditional sources, they have different designations in the figures.

I think it is important that there is a precise notion. And at the same time when you set the search was able to find work devoted to the subject. In the figure the value of "e" essentially means eccentricity. Though of course refers to the concept of the eccentric displacement of the axes of the cylindrical surfaces. That is offset from the axis of symmetry of the cutter the workpiece.
