Most of the regulations put forward are for dual-use foundation models defined in Sec. 3 (k) (i-iii) as:
“…an AI model that is trained on broad data; generally uses self-supervision; contains at least tens of billions of parameters; is applicable across a wide range of contexts; and that exhibits, or could be easily modified to exhibit, high levels of performance at tasks that pose a serious risk to security, national economic security, national public health or safety, or any combination of those matters…”

The need for a strong and thorough AI governance framework is developing as AI systems are integrated more deeply into our daily lives. The absence of AI governance raises the risk of privacy violation, biased algorithms, and misuse of AI for malicious purposes. Building a robust AI governance framework ensures transparency, accountability, and the responsible development and deployment of AI systems. McKinsey & Company estimates that just Generative AI (a subset of AI models - i.e., applications such as ChatGPT, GitHub Copilot, Stable Diffusion, and others) could add the equivalent of $2.6 trillion to $4.4 trillion annually to business revenues with more than 75% of value arising from embedding Generative AI for the purposes of customer operations, marketing and sales, software engineering, and R&D. To ensure that AI technologies are harnessed for enhanced productivity while limiting potential risks and hazards, this framework will serve as a guide for navigating the challenging terrain of AI development, deployment, and regulation.
There are holes in Europe’s AI Act — and researchers can help to fill them

Latin American experts collaborate to advance AI in research
"A new continental collaboration around AI in science and research was the unanimous outcome of a gathering this month of experts from countries across Latin America and the Caribbean, led by the International Science Council (ISC). Only by listening to all regions can there be a proper global conversation about generative AI.
