Unless there is another meaning for this analyses. Verbs are action words, Evalution is far from judgement. One can evaluate and never judge. Or the other way around when a judgement is made without any previous evaluation.
Both EVALUATE and JUDGE are verbs which have in common the idea of a person who has the experience of estimating, calculating, believing, considering someone or something.
EVALUATE, if compared to ‘judge’, conveys the idea of a person estimating someone or something (value, competente, quality, grade) in the sense of how much a person or thing is worth.
JUDGE, if compared to ‘evaluate’, conveys the idea of estimating or considering someone or something in terms of justice, or the quality of persons, acts or things. While judging, someone makes a decision combining evidence related to opposite dimensions such as moral vs inmoral, good or bad, beauty vs ugly, etc. While evaluating, there is a perception of quantity.
I think that the difference between evaluate and judge is that evaluate is to draw conclusions from examining (property); to assess while judge is to sit in judgment ( form a critical opinion). In most translations is usually translated by verb forms of "judge", which often results in a failure to understand the text.
