Negative results are quite often published. Sometimes authors try to mask this (for example, by changing the aims and goals from 'preparation, increasing, improving' to just 'investigation'. However, in a few cases I have faced very honest conclusion 'our approach did not work, but we gained some knowledge to continue trials more efficiently".
If the goal was initially formulated as "answer, yes or no?" - then "No" can be published without problem. Look at the very famous paper with the shortest abstract ever ;) for example.

To my knowledage, there is nothing named negative results in science or research, but results are results whether "positive or negative". Therefore, it should be named as changed or unchanged findings and both of them are results and should indicate for something.
The quality of findings is more important to be published rapidly as soon as possible ("positive") if comapred with that of low interest ("negative"). So, we should not see any meaning for ajournal to be restricted for positive or negative findings.
Negative results are important for the broader field where they are relevant, helping to interpret positive results that may have been obtained in related studies. ... The reporting of negative results can help other scientists adjust their research plans and increase their chances of success. So in my opinion you have publish it in any reputed journal.
But still if you are thinking that than there is few journals like Journal of Negative Results in Biomedicine, Negative results etc...
