This concept is partially overlaping with my concept for the IoT platform for the world of intelligent sensors i.e. network sensors Concept based on IIoT / IoT EDGE Cloud (VPS servers) for the devices operating in the EDGE.
Well , the fog is FOG, there is nothing big we can do there. EDGE Cloud – Main Cloud road is my solution first , then take FOG solution concept after.
Sensors will talking over EDGE Clud with proxy (main) Cloud just for underground additional analitycs and learning for AI, for the future, for the on line reacts/behaviour. There is inter Edge and inter IoT (sensor) specific protocol I am designing for that.
So, in Your concept, is there any specific protocol for inter FOG communication for IoTs ?

I recommend you to review the ongoing work of the ITU-T-FG-Net2030. Register, join, access in particular the inter-Cloud low latency architecture work.
It is the most advanced work currently usable, and will apply to inter Edge-Cloud use cases
Those of us who dabble in the notions of event oriented systems have this concept called SCADA: Supervisory Control And Data Acquisition. It predates IoT by decades and it is much more advanced. IoT is conceptually the same thing as a real-time SCADA system. The only difference is that IoT presumes you're foolish enough to put the remote devices on the Internet.
For the sake of security and Internet bandwidth health, please keep the Internet of Things off of the Internet. I know that sounds like a contradiction in terms. Nevertheless, one would think that after the Mirai Botnet, people would get a bit smarter about such things. I guess common sense never stopped marketing people from pushing an idea, no matter how ill advised it may be.
So you ask about communication between IoT Fogs. There is an older concept known as Inter-Control Center Protocol, also known as ICCP or TASE.2. The formal protocol document is IEC 60870-6. It is a protocol intended for control center to control center data and history sharing. This is exactly the concept you describe of communications between IoT Fogs. Look it up.
