In some systems students are allowed to take class if they took the prerequisite regardless if they pass it or not. While in other systems students must pass the prerequisite before attempting the class. Do you think that students who take but fail a prerequisite should be allowed to take the next course.
Yes dear @Mario, it is the case not only in Italy, but in many other countries. I do find the next is MUST: NO class without passing its prerequisite!Any other approach is wrong!At the very least, it brings harm to students!
Education facilities are places where organized, principled and well structured education is delivered to establish, build and expand knowledge. Therefore if a course has a prerequisite, then it is a well thought and designed sequence of learning and it has to be implemented consistently and uniformly.
A prerequisite is a course that must be completed before you can enroll in a more advanced course. Therefore, I believe that students should not take any class before passing its prerequisites.
Unfortunately this is a problem we face most of the time. Technically it should not be allowed, and the registration system takes care of that. However the necessity comes when the students need to graduate and whether the particular course will be available him/her in the next semester. SO there are times when we allow the student register without fulfilling the prerequisite. But this will be on a case by case basis and will need an approval process.

No way. A pre-requisite is a conditio sine qua non the very process of excellence cannot be pursued.
Even with different names and conditions, pre-requisites have existed almost since the origins of the university (if not before). Any student who has troubles with a previous step cannot continue with the following level.
I think this is a standard that all schools follow. Sometimes, for very good reasons, very good students, under a special kind of program, are allowed,. through an accelerated program. These are very intelligent students who are made to take an examination instead of the regular subject. If they pass the validation exam (instead of the prerequisite subject) they are made to take the "advanced" subjects.
It is an input analysis, hence it required to identify whether the student is capable of taking more dosage of the subject...prerequisite tests only the basic level awareness. Therefore it is required before attempting a Course work... However in case the Candidate is experienced then interview method or Presentation can be arranged....
In technical terms students should not be allowed to take a class without passing its prerequisite because it will effect the level of their course...... however as Dr. Nageswara Rao pointed out nicely ...there are certain situations when a student needs to graduate & it depends on individual cases...
It is nice to see unanimity in this question. Can we conclude that the administrators of the universities which don’t follow to this principle are intellectually dishonest?

You need to make a distinction of those universities who do not follow this for all cases compared to those for specific cases because of other reasons as I have given in my previous response.
While I agree that a student should pass the preriquizites in order to take the next class, some people may argu that by taking the class the student obtains the knowledge needed to take the next one passing is not needed.
My answer is YES and NO depending on how the curriculum is designed and the kind of pedagogical framework adopted for course.
Agreed with Shafig that If we will allow the students to take a class without passing its prerequisite, so why its prerequisite?
Dear Linda the question is more about the rules than any thing else. Some universities require passing while others require taking the cllass (pass or fail) sometimes they set rules to insure the student was not debared. I guess both can work once we know which system we are in. Personally I think students must pass, but I have seen the other system work.
Clearly we can not compare top students to those who barley pass nor can we judge a system on the performance of one student. I beleive students should pass a prerequisite before taking a course. However, I have seen student do well in classes without passing their prerequisite. As for students who do not remeber a term and its formula that happens when they cram for exams. In addition, in many some branches of engineering statistics is not used much and therefore many do not remember it later on.
