As more countries adopt open access policies for public funded research, should this be taken further, with public availability of IPR generated from such funding? The distinction between business and institutes growing evermore unclear, with (for example) UK universities no longer receiving direct government support, they are really now businesses. So would a more blanket policy on open access to all research results from public funding be a more valid approach?
