Do you have a Needs Assessment, Gap Analysis, Learner Analysis, Community Discourse Analysis, or something else that provides information about what a specific community might need? If you want to skip past all that, I'd be happy with a centralized goal with "we'll know we've gotten there when we've reached when x observable event occurs to y extent in z context" information attached.
