The optimal core skin thickness ratio depends on core/skin density ratio. If your core e.g. has a density of 1/10 of the skin material then the weight optimal thickness ratio 2t/h is 1/18, thus each skin t has to have only 1/36 of the panel thickness h.
There are many reasons to use thicker skins (e.g. panel thickness contrains, surface quality or impact performance), but more skin thickness adds weight and costs.
If the core is rather shear weak, or just sufficient in performance (as it should be to get minimal weight and cost) then it does not make sense to use thicker skins, because the core will not be able to prevent their in-plane and out-of-plane movement relative to each other.
