Cell selection or user association decision is usually taken based on stronger signal reception. There are three measures (RSRP, RSRQ, SINR) available for signal strength/quality. Which one is best for LTE HetNet where Base Stations/ Access Points have different transmission power?

They used 2 of 3 parameters: RSCP gives the coverage, but only for adequate value of Ec/I0. Maybe you can extrapolate it for LTE. I don't know if there is a similar work for LTE.
