It is to make the glass surface reactive. Acid or base treatments are given to glass substrates to generate surface -OH groups before their surface modification. In some cases it is simultaneous surface activation and grafting of the MTCS as looks like in your case.
Under acidic condition the rates of both hydrolysis and condensation reactions are high with slow gelation process. In this way the acid catalyze the silanization process.
