Relativity and Uniform rotation?

This is classics, but I do not understand it at all. Let us assume that you have a universe, where all mass is concentrated on two rotating and parellel with respect to each other discs. Then at least one of them should have a centrifugal force acting on it. How can you figure out which one and why there is a preference?

Well, I think the obvious answer to my question is that physics describes the laws of our concrete universe, not some kind of "toy universe". So let me rephrase it in more realistic way: is it possible to determine if our entire Universe is rotating or not?
