Scopus ranks journals according to certain disciplines, so it is common to see a journal ranked Q1 in policy for example, Q2 in a very relevant discipline , and Q3 in remotely relevant disiplines. Most authors try to cover a topic from different perspectives, which makes it difficult to draw a line between articles within the Q1 or Q2, Q3 zone.
