Hi, the best way is to implement e learning platform or cloud computing to provide remote interactions like VMware vCloud Director (Microsoft and Google offer some products too). Of course it costs. Right now many schools and colleges are struggling with COVID-19 situation and some are looking for "no cost".

It is important to be secure (cyber secure).

A service like Amazon Turk (https://www.mturk.com) should be able to meet your requirements. You can combine it with surveys (https://blog.mturk.com/getting-started-with-surveys-on-mturk-e2eea524c73) that have embedded videos in them. It has a worker qualification (e.g. only in Germany) and payment system. I will occasionally do a survey there just for fun and some compensation, and I have seen and done surveys with videos in them (some of which are in YouTube and just linked).

For e learning, there are many program /software to interact with your colleagues or students such as zoom, mode, class room in addition to camtisa software for recording lectures.

It would be great if your university has a licence for this.

I have used it for perception experiments, and they worked quite well. In my experience, the support is also awesome!

In the past I have used https://pavlovia.org/ , which allows you to run experiments from softwares like PsychoPy on-line, while maintaining most of the functionalities. I found it very user-friendly. It meets requirements a) and c) for you but I don't think it has a system to pay participants.

As from the researcher side, you are either charged 0.20 pounds per participant or you can buy an institutional license.

Online testing falls apart in three main components, each of which come with different options. The first is the actual experiment or survey that you'd like to run. The next is a platform that allows you to actually run your experiment online. The final component is participant management, so that people can access your experiment, and be appropriately compensated afterwards.

1) Experiment software. There are several platforms that combine experimental software and hosting. These include Qualtrics (questionnaire-only), Gorilla (flexible experiment building in a graphical environment), and several other options. Alternatively, you could create your experiment through a graphical builder such as OpenSesame or PsychoPy. Finally, you could opt for programming an experiment in JavaScript, using libraries like jsPsych.

2) Experiment hosting. Once you have your experiment programmed, you'll need to host it somewhere. Qualtrics and Gorilla combine building your experiment and hosting it. If you created an experiment through PsychoPy, the easiest approach would be to upload it to Pavlovia. Finally, you could opt for running your own server, specifically with a platform like JATOS.

3) Recruitment (and payment!). After steps 1 and 2 you have an experiment that can be accessed online. You now need to get this out to participants. Several platforms exist for distributing your experiment, and allowing participants to be paid afterwards. The main two are MTurk and Prolific Academic. Both platforms come with pools of workers or participants who have likely participated in many other experiments before. MTurk is a more general platform that is also used for harvesting cheap labour for menial tasks, whereas Prolific is more focussed on academic and survey research. Both seem to have their main pools in the US and the UK, but have European members too. (I mention this because of your intention to target people in Germany.) In addition to these platforms, you could opt for recruiting your own sample e.g. through Facebook advertisement. This would mean that you'd have to take responsibility for participant payment, which would likely involve getting your University/Department's Finance office involved.

Finally, to answer your specific requirement of sound recording: This should be possible through all platforms that allow you to write or edit produced JavaScript code. This is most platforms, but I guess the more standard ones in this row would be Qualtrics (online questionnaire builder and hoster with some coding options), Gorilla (online builder and hoster), PsychoPy (builder), and jsPsych (code library).

Playing sounds is possible with basically any platform. Importantly, the smoothness of sound playback is dependent not just on the platform, but also on participants' hardware and software. They'll be using computers with different sound cards, different operating systems, different browsers, and different amounts of applications running in the background. If you're used to tightly controlled sound presentation like you would in the lab, online testing is going to be a big step back. You lose a lot of control, unfortunately.

As for software/tools, I'm gonna add Labvanced (www.labvanced.com) to the recommendations list. It did exactly what you need for me, i.e. playing and recording audio (on which PsychPy and OpenSesame failed, at least on my MacOS). I found it fairly easy to work with, too. The free version is very limited though, so you'd have to check on their licenses and your budget.
