We read the term 'predatory journal' very often, but what are the parameters of this classification?

If monetary gain is to be blamed, then we have to blame all the paid journals.

If loose review system is to be blamed, we have to blame many high paid IF journals. Publication of articles with repeated research is also common there.

If irregular publication is to be blamed, we have to blame a huge number of journals hosted together to increase the number of citation of their famous journals by many big journal publishing agencies.

Is it a trick taken just for business of some famous journal publishing agencies?
