In today's competitive environment, the leaders are universities that are able to timely and objectively assess the effectiveness of their educational and methodical complexes, create new and adjust existing educational programs taking into account the state of the labor market. In this regard, an urgent task is to manage the process of education, focused on the requirements of the labor market to the competence of specialists.

The task of harmonizing the relationship of educational services and the demand for relevant specialists, finds its solution in the field of artificial intelligence, where to refer to the interaction of educational and work areas apply the concept of "problematic environment" which is understood as the subject area plus solving the problem of the relations of labour market and education and training of specialists (Fig.1).

The production of educational services and assessment of the quality of training have a systematic nature. When considering the functioning of the system "human resources-educational services - needs for specialists in the labor market" it is always necessary to know how the quality of training meets professional standards and market demands[4].

New technologies are leading to a reassessment of the needs of the modern labor market, and currently there is a shortage of quality professionals.

One of the ways to solve the problem of training the necessary specialists of the required qualification is compliance with professional standards, which are normative documents drawn up by experts, and containing minimum requirements for education, work experience, necessary professional competencies at skill levels. Current educational programs do not meet the requirements of professional standards for the relevant skill levels. Thus, currently there is a problem of insufficient consideration of professional standards in the preparation of educational programs.

One of the ways to solve the problem is to create an analytical system to automate the processes of calculating statistical information according to experts ' estimates, forming recommendations.

Due to the complexity of coordinating the interests of the subjects of the problem environment, their constant mutual information about any changes in intentions and preferences is key to the demand for educational services of the University. Therefore, for the timely introduction of amendments and changes in the curriculum, it seems appropriate to create an intelligent information system for decision-making (Figure 1), which will allow managing the behavior of subjects and avoiding possible opportunistic risks.

The intellectual information system of management of educational process represents the interconnected set of means, methods and the personnel used for storage, processing and delivery of information for achievement of the purpose of management of educational process. Most modern information systems do not convert information, but data, that is, they are, in fact, data processing systems. In contrast, the information system of educational process management, created on the basis of the website or portal of the University is aimed at supporting decision-making on the coordination of goal-setting and expectations of its subjects from their chosen educational programs, as well as informing students about the requirements of the market to the competence of specialists. The structure and content of curricula is created on the basis of the knowledge entered in the information system about the subject area of the labor market and the quality and content of educational services.

Since today's labor markets are most in demand competencies that provide solutions to complex problems, firms and organizations are interested in specialists who can cope with problems that do not have standard algorithms solutions. Training of such specialists requires not only training programs that are as close as possible to the requirements of the labor market, but also a guarantee of the quality of the educational process, which is supported, first of all, by the responsibility of the parties for its results. It is expedient to allocate a number of characteristics of intellectual information system of management of educational process:

Secondly, the proposed information system will allow the interaction of Universities and employers in the regional labor market.

Thirdly, the system offers ways to create mechanisms for the management of regional resources of the labor market and the processes of training of specialists, coordinated by employers and manufacturers of educational services, not only by Universities of any profile, but also by other educational institutions of professional education. This increases the reliability of expert and analytical data processing and forecasting of the situation on the labor market and educational services, solves the problems of information exchange between interested organizations (educational institutions, recruitment agencies and enterprises), as well as reduces the likelihood of unjustified costs for the training of unclaimed personnel.

Thus, with the help of an intelligent information system for managing educational programs, leading universities can manage the degree of satisfaction of specific market needs in the competence of specialists and timely and objectively assess the demand for their services, taking into account the state of the labor market.

In the near future, higher education will be quite different from the way it is today. There will be mass adoption of teleconferencing and distance learning to leverage expert resources. Significant numbers of learning activities will move to individualized, just-in-time learning approaches. There will be a transition to “hybrid” classes that combine online learning components with less-frequent on-campus, in-person class meetings. Most universities’ assessment of learning will take into account more individually-oriented outcomes and capacities that are relevant to subject mastery. Requirements for graduation will be significantly shifted to customized outcomes.
