Dear Colleagues
I am looking for some authentic sources of information (published literature) on the position of English in India. In my quest, I faced some valuable works by Kachru who has categorized countries into inner circle , outer circle and expanding circle. But it is not enough.
As it is in "outer circle group" it is somewhat hard to consider it a foreign language. I am still hesitant if it is a foreign or second language , considering the way English language is instructed in India. ( I assume the English education system is much in line with CLIL approach).
Kindly contribute on the question. I appreciate it

I am a french canadian. All my education prior to university was in French. But gradually in my engineering education, more and more books were written in English . All instruction was in French but in all advanced courses, the books were in English. In my graduated engineering education, all my research papers were written in English.
Throughout the world English is the scientific language of communication. It is also the business language of communication. Most of the domain where international communications are necessary, English is necessary.
The French canada was invented by the British at about the same time that the British began their taking over of Indian sub-continent. French canadian elites had to learn English but until very recently all our education was totally in French and a minority of us learn English. Now we learn english because of English is the international language.
But the status of English in the education system in India is much more profound than the status of English in Quebec were I was borned. Most of our universities , the language of teaching is French except for 4 English universities because we have 20% of our population that is English speaking mostly around Montreal.
I understand that India has many important national languages and that for historical reasons English had become the admistration language and that nowadays like everywhere else it is a necessary language to learn for international reasons. But you went futher in making it a the language of you cultural and political elites. This has find it very detrimental for your soul which has deep historical root that only live in your own languages.
English language is an international language & in the scientific technological development including in the program of medicine & science no body can afford to ignore the English language.
In Government offices corporation level in the state governments ,a regional language or national language are getting used but it is not the way of obstruction for caring out the work .
In quite good universities medium of English language are permitted for student & those student who are willing to take their progress in important areas & also those who are interested to go for foreign countries for study they are purely interested in the English medium study .
