I am going to conduct a case study to explore what creates value in public universities. I would like to rank order the topics that come up, and do it with a scale similar to Likert, but don't want to use a mixed methodology. I understand there is a method to do ranking under the qualitative rubric, but haven't found a source to explain the process. Can you help me?

I think it depends upon whether the responses are given beforehand, generated by the respondents or are somewhere in between (e.g. a list with "other please specify" at the end).
With the first you can use a Likert response scale (preferably only anchored at the ends with about 7 values to choose from) for each answer then compare the mean scores or you can just ask the respondents to rank the answers and use Friedman's ANOVA.
If the responses are user generated the you can you a synonym frequency analysis, provided that the answers are not too complex. The two methods can be combined for the mixed input choice.
Doing a pair of studies that goes from qualitative to quantitative is already mixed methods, although you do not need to claim that label if you don't want to.
With regard to rank-ordering, Likert-scoring of the items will require you to produce average scores across the participants, and then rank those average scores. This can be problematic when you are asking people to rate the importance of a set of things that are all relatively important. For example, if you use a 7-point scale, what is the chance that most of the people will rate most of the items as either 6 or 7?
