I am not entirely sure of what you are looking for, however, I would suggest you look in the following journals: European Planning Studies, Planning Theory and Practice, Public Administration, Landscape and Planning, or practice orientated journals like the American Planning Association or the British Town Planning Institute plus the Annals of the American Association of Geographters. In terms of authors you could look at Patsy Healey, Sir Peter Hall, John Forestor, Tina Nabatchi. Does this help you?
