I have tried based on pixel value with a referential ground-truth temperature of some different pixel value, a region of interest (thermal image of a person's forehead ). I am getting near about temperature but not current.
What else I can do to detect temperature from thermal images.
Please help me to get some references.

I am assuming that you are calibrating using external temperature readings for establishing your ground truth and that you are using the same camera to calibrate and to do your test runs. Is this right?
I am also assuming that throughout you are holding external sources of heat constant so that they do not influence the measurement. Is this right?
How many different images are you using to establish the ground truth?
How are you doing the sampling of individuals used for the data set?
I am not an expert in physiology but I would assume that certain physiological parameters must be contemplated as part of the sample (e.g. in the same manner as some people have more skin resistance in case of electrical conductivity, I would assume the same for heat dissipation for example the amount of perspiration among other things). Maybe you should post this as a separate question for someone with the relevant expertise to answer this.
