Partial ft restorer in rice when crossed to cms line produced perfect restorer?

In a research paper on rice Agril Res (Jan-Mar 2012) 1 (1): 25-36. a cross between CMS A line x Partial restorer has resulted into perfect restorer lines. One of the perfect restorer lines reported to contain two fertility restorers genes. Any genetic explanation ?
