Can an electromagnetic field be a propagating field even if the time phase difference between the electric field and magnetic field is 90 degree?

This is important because the propagating field is assumed as the power (fields which have been detached from the antenna) spreading in free space and is thus taken as real power. However if we look at the field equations derived for Hertzian dipole, we find propagating E and H fields (the expression containing terms e^(-jkr) and multiplied with e^(jwt) gives it propagating wave term cos(wt-kr)) which are orthogonal in temporal domain.
