a) compacted engineering fill, granular or clay
b) the natural clay soil,

it depends on how long the underlying clay can dissipate the excess porewater pressure, induced by the surcharge. in case the period is long enough, drained analysis should be considered. if the surcharge is applied quickly, then your analysis should take into account undrained parameters.
The paper by Xu et al. (2018) Determination of peak and ultimate shear strength parameters of compacted clay. Engineering Geology. 243:160-167 can give an understanding on the choice of shear strength parameters for CCL.
Also, in-situ drainage conditions, height of the fill and time period must be taken into consideration.
