Usually conferences or journals tell you the maximum number of words (pages) you are allowed to submit. Some journals, especially open access journals, do not have an upper limit, but also expect you to be concise. So far I have not seen any minimum number of pages, but my experience is that most submissions are close to the maximum number of pages. Frequently, you have sections such as "research in progress" or "research notes" if you want to submit short papers.

Mossad I have published ~150 papers in peer-reviewed journal in various communities (information systems, business administration, SCM etc.) and not once have I seen a requirement to submit a minimum number of pages. Of course, I cannot speak for the natural sciences and other fields I am not familiar with. However, as I have written before, I guess that reviewers expect a certain number of pages. But this is not a rule.
