I do not know if there is any globally accepted standard for the "viva-voce" defense of a PhD. In what concerns my country, Brazil, it is generally set as a semminar whose duration ranges between 40 to 60 minutes, followed by an arguition by the examinators (the duration of which is not standardized, but usually ranges from 120 to 210 minutes). Thus, the whole proccess is expected to take about four hours.
It basically depends on the dissertation paper and the readiness of the PhD candidate to defend his / her paper. As for my personal experience three weeks ago, the duration of my defense lasted for less than 90 minutes. I presented my paper for only 20 minutes and the oral examination was over after an hour.
On average 2 to 3 hours. Personally, I took 1 hour and 15 minutes for the entire process. My presentation was restricted to 30 minutes (but I exceeded by about 5 minutes), and then the grilling/question/feedback session took the rest. The examiners seemed more ready than ever for my defense, and I think I had tripled my preparation hence did not sweat a lot. Regarding the time it took from the time I submitted my PhD thesis for examination, well, this took well over half a year. It was the most stressful moment for me, having to wait all that long for a 1.5 hour defense session. But I thank God, it went well. I hope this helps.
