I have a portable power bank. The manufacture is ZeroKor Electronics Ltd and the manufacturer rated the battery capacity as 24000 mAH in their product documents. I have two of the same devices and both are new. I did a capacity test discharging both the batteries from 100% to 5% SOC using DL24P discharger. I did not go below 5%, otherwise it may impact SOH. The discharge mode was CC @ 2.4 Amps, the voltage was between 9-11 Volts, temperature 28-30 degree C. In both cases the capacity was close to 6000 mAH @ 5% SOC. My questions are:

1. Considering these values I do not think the capacity would cross 7000 mAH if fully discharge. Am I right ?

2. Then why there is a huge difference in the manufacture rated capacity and tested nominal capacity ? When I discharge both battery the capacity values were consistent, and thus I believe my DL24P device is working Okay.

Note: The manufacture did not provide the test condition they used to rate the battery as 24000 mAH.
