Quantitative research needs strict sampling procedures, techniques. I want to do quantitative research on Covid-19 and its socio-economic impact using an online survey data collection instrument. So is it possible to do quantitative research using this instrument? what could I do regarding the sampling procedure?

I think yes, but up to a limited extent.
Online conducting in observation does not work at its fullest. It is OK with an interview to collect data.
So chart out your 'research design' wisely in such a way which helps you to collect the required data for your study through the wire or online.

Yes, it is possible. According to your current scenario, you can do an online cross-sectional study design with a telephonic interview method of convenient sampling or purposive sampling technique. The very question of online survey with regard to socioeconomic impact may bear the unwanted consequence of avoiding people with no access to or limited understanding of internet usage (in some countries) who probably are the most vulnerable when it comes to economic aftermath of COVID-19. However, if your target population are defined and belong to a particular profession or category, you can use online surveys taking into consideration all the advice in Dillman et al. as suggested by David L Morgan sir.
As you want to find impact, can it be called experimental design?
It's very possible. It also depends on your design of questions. Ensure your instructions and questions are clear since there is minimal interaction with the respondents.
