I simulated a metasurfaces despite the sources amplitude is on 1 but the output diagram for reflection monitor which is DFT monitor is not between 0-1. I don't it depends on something else too or not.
You can look at the curve fitting of the Imaginary(index) for the used materials from the material explorer. You have to avoid a finite negative value of the Imaginary(index) as that will cause a gain. You can play with the fitting tolerances there. If that does not work then it would be good to add a (n,k) index table of your own for the desired wavelength range.

Thanks for answers. I saw a post about the unusual output of monitors, the problem is relate to Auto shutoff level. My simulation finished before reaching the auto shutoff which you could check it in FDTD result view window the status was 2 and I didn't notice it. Because of high Q resonances we need small auto shutoff level. I found my simulation time is 1000 fs first increased it but the result was not what I expected and there was not any change in auto shutoff level. Then I found should increase the layers of PML to avoid reflections from the PML layers. With changing it I could see what I expected.
