What kind of modification do you mean by modified stain?! If it is modified to be non-pathogenic? It is clear that it can not cause grown gall. But if your bacterial strain has been delivered as pathogenic, then it has probably lost its pathogenicity due to the multiplicity of bacterial re-cultures. Usually, plant pathogenic bacteria slowly lose their pathogenic potential after isolation and purification on the culture medium if they are continuously re-cultured.

Because the Agrobacterium strain is disarmed amd lack tumor inducing genes
You can also knockout the tumor-inducing (Ti) genes to silence their function without removing them. But, yes, for *disarmed*, such genes are removed.
as my colleagues said you can hit Ti genes to silence their function without discarding them.
