Are you struggling in developing the model or in solving it? Those are two different stages. I am not working in communication field but I may could help in mathematical modelling. 

For building a model:

I recommend you to start reading similar research. Let's say at least 5 papers in which authors developed mathematical model for your problem. Attached a simple one you can start with. you should read the model and got it deeply and you may critique it too. Then follow references until you get the most recent ones. From those papers you can find the academic gap that you should solve. Then you can build your own model.

After developing the model you have to solve it, so explore literature again to find what are the approaches that suitable for the similar models that you have. I think you can follow the same approach first, then you can find a competitive one.

I am really very grateful for your detailed response. I am going to model a heuristic algorithm for my problem and after that i will solve and implement it in IBM Cplex.

I have read the relevant literature but honestly the terminologies are hard to understand. So i thought if i should start with understanding the Integer Linear Programming first (theory and algorithms) and then implementation in order to understand these relevant algorithms researches has proposed in their work.

I can definitely use any help if you can that you can guide me with the mathematical modeling of such relevant problems even if its not specifically relevant to the communication. Once i get going in it i know i can pick us the pace and work on my own solution.

To understand the mathematical models (for example Mixed Integer Programming model), I think you do not need to read about basics, I am sure you know the basics. I recommend you to start with the simplest one (The most basic model). For each variable and parameter, understand the physical meaning of it. You may write and draw with your hand to understand it. Then for each constraint, start to understand the physical meaning and what is this constraint guarantee? Why they wrote it in this form? by time, you will got it.. You should write with your hand each variable, constraint, objective function and understand the relation between all of them..
