The situation is alarming, and therefore, teachers must play their role in preparing quality video lectures and remain in touch with students and their parents by following SOPs. Researchers must find new ways of teaching that cope with this and other future pandemic situations.

The problem that you have talked about, always existed in developing nations of Africa and Asia. Now this pandemic has gobbled up so many jobs and businesses. Poverty is on the rise. So, possibility is that children will be send to work, to earn money. This clearly indicates a surge in drop out numbers of school children.
It will be challenging for the government to pull them back. The first investment will be that of 'time'. We have to be patient until normalcy is restored and these drop outs or a percentage of them, are brought back in schools.
Education has been chaotic, but there is no need to withdraw, just re-organize.
Many students take turns going to school, so they are at home half the time.
