I am Rajkumar Kamaljit Singh, Assistant Professor at the Manipur Technical University, India (http://mtu.ac.in/dr-rajkumar-kamaljit-singh/).
I am currently a Co-supervisor of a PhD student registered at the National Institute of Technology Manipur (https://nitmanipur.ac.in/), who is about to submit his thesis. But I am required to contact FOUR reviewers abroad (outside India). The thesis is on the use of satellite scatterometer data for polar ice studies.
If there is anyone who is willing to review the thesis, I may be able to share a brief synopsis of it in advance.

The common way to find external examiners is to make a list of experts in the field, and then to contact them. The list has to be fairly long, because many people who are contacted will be too busy to help.
Since you're a co-supervisor, you will no doubt know of some experts. So will the student, and other members of the student's supervisory committee. Authors named in the bibliography of the thesis can be a good place to start.
The requirement to get 4 reviewers will make this a difficult task, but there's nothing you can do about that.
