I am now working on the studies on tobacco tax in several countries. It is interesting to know whether this tax reduces smoking habits. Is there any idea or dataset for this?
Why does not it investigate the impact of automation (or other aspects of artificial intelligence) in jobs of public administration? The impact on the private sector is already well studied but in the public sector there is little research and very relevant challenges to be investigated.

The Public Policy will cover the general public should have got minimum standards of facilities to have safest life.
The citizens are entitled to get the basic privileges sanctioned by the Government of the respective country
The developing countries have to fulfill the basic minimum coverage for all citizens.
For example if the citizens are poor are eligible to get the facilities from the Government as per the rules of the constitution.
The concept of Public Policy will vary country to country but the baseline survey will demarcate the beneficiaries according to their socio-economic background.
What about middle income group and higher status group that they have to pay the taxes to the Government.
There must be different colours of Identity Card to indicate the economic categories of the people.

Dear Vera my suggestion is first you chose one public policy of your country as universe then you chose sample size by using appropriate methodology as your Case for your study.

Hope all is well at your side. Yes very much interested in the Area of Public Policy, presently I am enrolled at the Queen Mary University of London, pursuing an MSc in International Public Policy. I need to speak with you soon. Looking for a case study and can be national, regional, or global.
I can share with you my experience. I'm from Brazil and work for the government in the science, technology and innovation field. Numerous policies connect with this field and multiple approaches. Given my background in Assistive Technology policies, I've decided to investigate the impact of this policy in the interaction of the involved innovation actors (i.e., government, universities and industries). Following this choice, I've defined each of the sectors as individual case studies. So, my research is a multiple case study. I am analysing the policy by applying complexity theory and the triple helix model of innovation. It came from a broad field, and through continuous refinement, I was able to find my focus. Hopefully, this helps you to define your case study.
Bangladesh is a success story in this regard. Bangladesh is one of the most densely populated country. Despite all the barriers, we are graduating from LDC to middle income country. We have one of the highest GDP growth. Recently Bangladesh has received SDGs progress award from the UN. If you're interested in any specific question regarding our success, I can add.
