I am generating yearly NDVI images from 1990 - 2020 for an investigation area in NE siberia using Landsat data in Google Earth Engine. To get the yearly values I use the max NDVI for each pixel regarding the summer (green) months. For Landsat 7 and 8 I was able to produce my images but for Landsat 5 most of the months do not contain any images, while others generate a few, which implies that the code is somewhat correct. Is there something I am missing which discriminates Landsat 5 from 7 and 8 in arctic regions?

You try to use modis data alternatively. Sometime availability of data in specified time period is crucial task in GEE.
