Export your TIN to VRML then load into MeshLab (free software) to decimate and reduce facets (triangle) then export to OBJ and import back into ArcGIS.

thanks for your reply, but I am working with a land use map, not a TIN.

My bad and I apologize for not thoroughly reading your question. I now know what you are trying to accomplish but have no simple solution. A carpenter uses a hammer and a plumber uses a wrench to solve the same problem. As a programmer I would use Python. Not an easy task even if you are a programmer. Hope someone post a an easy solution.

Depending on how 'small' small is, these functions are usually covered in the QA/QC toolsets in ArcGIS. Using these 'auto-magical' features with huge numbers of polygons is problematic, especially if you are doing further analysis. I usually just generate the area and aspect ratio of the bounding box as fields, sort to move the extremes, and manually merge them. If you have something like census tracts, the polygons might be very small and dense in one part of the map and very large elsewhere, so a single minimum size won't work well.
