Hello! I assume now that you are talking with Lepidoptera -otherwise I am not specialist. No, I don't necessarily agree. For instance, in many butterfly groups color patterns are quite important, and in most macrolepidoptera species identification is quite easy by wing pattern. But when describing new species (please don't make new subspecies), it would be recommended to use some additional evidence as well (genitalia, barcodes or like), but wing pattern can be good starting point. Frenulum and jugum tend not not vary much within groups, or they are size-correlated, so they are usually bad. But, I would still need to know of what insect you are now asking for.
