It is possible to change a desert to Greenland..but this will demand alot of resources and constant monitoring of the project..

Because if the project is not monitored constantly, the high temperatures of the desert may destroy everything

Better to change the desert back to native grasslands an savannah first... like the Sahel countries along the southern edge of the Sahara are planting right now, with their Great Green Wall project -- then you naturally bring back the rainfall your crops need, instead of drilling wells all of the time.

By planting a new "Northern Great Green wall" across the top of the Sahara... from Morocco to Egypt, and the original Great Green Wall along the southern edge, just like how wounds heal from the edges inward, then the whole Sahara desert could disappear and go back to grassland-savannah? Then the current Sahara desert countries could have all of the natural-rainfall irrigated farmland they could ever want to grow their crops.
