The technology decision should come LATE in the curriculum design process. As i say in the attached paper, FIRST we must determine the outcome goals for the student, both for a specific class and for an entire academic program. Next we determine what kinds of learning activities can allow students to achieve those goals. Only then should we ask what kinds of technology provide affordances needed for those learning activities.
In making this broad statement, I agree with your statement that it is the needs (the outcome goals) that must come first. Too many teachers do this backwards, by choosing a technology tool and then trying to figure out uses that benefit students.

Yes it is true as we have seen till now social media has only been used for entertainment consequently there has been no serious attempt to use it as mean of educational activities, except in case of pinterest. The failure to kick is probably its failure to suit to learner and learning needs. Also it has failed to address the context of learning. There is great potential but it needs to be tailored as per needs of the learning and learner.
