Yes, that is absolutely right. I agree that proper attention should be paid to the mode of presentation of the issue discussed. On the other hand, however, regardless of the way of presenting the issue, that is general or detailed exploration of the thematic scope of the proposed publication (structure of the content) - the presentation should address the major elements of the public/market school choice.

A one of solutions that could be used by editor and authors of this particular part of the book to solve a dilemma between two choices (options) concerning breadth and depth of the content wanted may be a distinction to be made between i) the strand that contains theoretical background & analytical framework, as well as a review of relevant policies and financial instruments  that embody the idea of educational choice , and ii) strand that related to voucher schemes as the best known, most common, and a very distinctive form of school choice. The last subject would require a more in-depth exploration and more detailed analysis in order to accentuate prominence of voucher schemes. Of course, one should be aware that decision on this dichotomous content split will become a matter of controversy.
