If we think just that the carbon generated as CO2 by burning wood is equal to the carbon that is assimilated by biomass for photosynthesis it can be said this is a carbon neutral industry. But if we also consider the real energy consumption required for wood harvesting, transporting, pellets production and merchandising, definitely the wood pellets industry is not carbon neutral.
