I am thinking about a research topic on development economics linking development of human resources through increasing the quality of higher education with economic growth, poverty reduction, as well as reduction of migration from rural areas. Could "quality of human resources" be regarded in the context of "quality of higher education"?
Economists like TW Schultz, WA Lewis, Becker, Blaug, et. al. have dubbed what you are referring to "human capital". The idea itself has been around for centuries; now it is measured in terms of education, health, and income, but back in the day it was based mainly on age and gender.
While you have a feel for where you want to work, you would be better advised to formulate a Research Question. It must not be self-evidently true, such as 'Does higher education improve people?'. Try to give scholar.google.com the phrase "quality of human resources".
There is a simple formula, which includes the topics you mentioned: it combines the financial value of education, decay of vocational knowledge, increase by vocational training and motivational factors like retention and fluctuation in one formula, easy to use. What is the financial advantage of vocational knowledge?
Simultaneous searches on "financial value of education" "vocational knowledge" seem to be strangely silent.
it's not the vocational knowledge itself, what makes the financial advantage, but the efficient combination of education and vocational knowledge + motivation to reach the goals of an organization. Imagine a consulting company where the consultants have a university degree, but no experience in a specific field and little motivation to dedicate themselves to the goals of the client: it will soon loose its clients. The same with craftsmen. On the other hand: if you give your employees too simple tasks for which they are overqualified, they will soon become bored and either leave oder underperform.
That's the most difficult point in HR: the ROI on people development practices ;-) But maybe that's a very European point of view.
Maybe also the keywords for your search were not well chosen. It might be more successful to look for something like HCM or ROI & education / (vocational) training.
