Please tell me why do you want to model steel fibers separately? Because, when using FEM, we don't model aggregate in concrete! The same scenario applies to modeling steel fibers.
However, if you really want to do that, by using Matlab along with MS Excel, you can model fibers and import the model into the Abaqus. Nevertheless, you should bear in mind that this method will take a very long time to process.
