I am not sure from your question whether you intend to measure the length of the spring ligament, or whether you want to perform diagnostic tests of the morphology of the ligament.
For diagnosis, the literature tends to consist mostly of MRI and ultrasound imaging.

No doubt if you can image a ligament you should be able to place length markers on either forom of image to take a measrurement.
There are a few papers that talk about the impact of spirng ligament damge on rearfoot stability, but these are all cadaver studies, so do not incorporate a clinical test for instability of the Spring ligament.

One of the authors I mentioned previously has also published a paper looking at the spring ligament in cadavers. In this paper there are measurements taken of the thickness and the sites of attachment for the spring ligament. You might get some tips on measurement methodology for ultrasound imaging from this paper, or perhaps from the references that are cited for its methodology.

since the measurements like length,breadth are variables depending upon the height, weight of subjects [cadavers in this case] measuring ratios /indices will be more reliable.
I suggest using ultrasonographic based literature to start.
