In order not to be absorbed by soil , is there any method or material could increase water viscosity ?
The application is mix water with cement to be used as a adhesive bonding between soil-cement interlock bricks
the problem , water is absorbed from mixture of water-cement adhesive bonding and not leave water react with cement for enough time .
Dear Dr. Kareem, I´m not an expert in this field, so I could only suggest some lay solutions. First of all (as you already know) the viscosity of water is temperature dependent (http://www.viscopedia.com/viscosity-tables/substances/water/), the cooler the water is, the higher the viscosity will be. But I suppose,that the usage of cooled adhesive is not an answer. The second option how to overcome the absortion may be trying to immerse (soaki) the soil-cement interlock bricks into water for some time and applying the water-cement after that. Increasing the viscosity of water is not a solution in the case of your problem. but you can use a clean concrete before laying your brick, this way reduces the water absorption rate.
But in answer to your question, you can increase the viscosity of water by dissolving minerals salts. You can also try a polymer that will dissolve in water such as polyvinyl alcohol (PVA). Heating and stirring will help it to dissolve. However to get a noticeable change in viscosity you will need to add a lot, but PVA ir reasonably cheap and easy to get hold of.

I extensively use nanoclay in my study. It greatly helps increase viscosity and yield stress of cement paste. So if you mix water with cement as adhesive layer, nanoclay will definitely help. One of my study also found out that nanoclay increases cohesion of cement paste. I got the material from Active Minerals, Acti-gel 208.
I see that all the answers are really great to read. Few of them though have gone off the track tangentially. Well, i would simply add sodium CMC to the cement mixture to solve the problem. The quantity have to be determined by you (it is actually very small amount) and then optimised too.
One additional polymer / viscosity enhancing agent, which is used e.g. in cement based tile adhesive (CBTA) or mortar applications are MC derivative like HEMC or HPMC. These products are used to increase the water retention capacity of these formulations during application.
Poly aluminum chloride will increase the viscosity of water. which is a one of best coagulant material in wastewater treatment at 19 centuries....
Xanthan gum, Glycerin, CMC, and Carbopol are different materials for increasing the viscosity of water.
