I have not got what you exactly mean, but give you a general answer. if you have equal number of fibres in weft and wrap (0,90) then E2/E1 is almost one. and if you use a unidirectional sheet then E2 is equal to the resin modulus. E3 is rein modulus as long as there is no fiber in that direction.
By the way using rule of mixture and transformation matrix can give you some idea about the property of FRP.
IF our case, which is FRP confined concrete columns, usually it is assumed that only FRP is active in circumferential direction, say E11. Then we usually in FEM modeling use a small value like 1e-5 as E22 although I have tried greater values like E22=0.1 E11 which does not make a difference in FEM simulations. Hope to be helpful.
